Who are we?
North Yorkshire Council (NYC) is a ‘data controller’ as defined by Article 4(7) of the UK General Data Protection Regulation (UK GDPR). NYC has been allocated funding from the department of work and pensions (DWP) to provide additional help to people who may be struggling and feeling the financial pressures of paying their bills over the winter. NYC and the district/borough councils are working together to identify households who are eligible to receive this funding.

What personal information do we collect?
In order to identify eligible households and distribute the allocated funding, we need to collect the following personal data:
- name
- address
- date of birth
- eligibility assessment criteria (as defined by your local district/borough council)
- national insurance number
- contact details (email address, phone number)
Why do we collect your personal information?
We collect your data for the following purposes:
- to inform eligible households of the available funding
- to validate claims for the funding
- to allocate and distribute the funding
- to provide management information to DWP on how the funding was allocated and spent
Who do we obtain your information from?
District/borough councils (Richmondshire, Ryedale, Hambleton, Scarborough, Selby, Harrogate, Craven) will provide NYC with the above personal information of eligible residents within their district. This is to enable the council to make contact with the identified residents to inform them of the allocated funding and how to claim their payment.
All other personal details required to distribute the funding will be obtained directly from the fund recipient during the application process.
Who do we share this information with?
Within NYC data is shared with teams who are responsible for distributing the funding under the scheme.
Externally we share your data with:
- DWP (to provide management information on use of the fund);
- blackhawk (e-voucher supplier)
Where it is suspected that fraudulent activity has taken place, the law requires us to share this information with relevant parties in order to investigate whether a crime has been committed.
How long do we keep your information for?
We only hold your personal data for as long as is necessary to carry out our duties with respect to this processing.
