Temporary event notice

Find out about temporary event notices in your area.

Please be aware that there are strict rules on giving notice for a temporary event notice. You can find a list of upcoming popular events and their temporary event notice deadlines.

Standard temporary event notice

A standard temporary event notice (TEN) must be received by the licensing authority at least ten working days before the event. Ten working days excludes the day the notice is received and the first day of the event.

Late temporary event notice

If there are fewer than ten working days before the event, you need to apply for a late temporary event notice.

The latest you can apply for a late temporary event notice is five clear working days before your event, but no earlier than nine clear working days before the event. Clear working days do not include the day your council receives your application or the day of the event.

Temporary event notice limits

There is a limit of ten late temporary event notices per year for an individual holding a personal licence and two for those who do not. Late temporary event notices count towards the total number of permitted temporary event notices.

Unsuccessful applications

If an authority vetoes a late temporary event notice because of police or environment health objections, there is no right to a hearing or appeal. The application is simply refused and it is not possible to add conditions to a late TEN.

World Cup 2026 information for pub managers

If you already have a premises licence and you are applying for a TEN to extend your permitted hours for the 2026 World Cup, you must make sure you consult with the Responsible Authorities, North Yorkshire Police Licensing and North Yorkshire Environmental Protection Team to discuss your proposed notice before you submit it.

The process for applying for and issuing TENs will be different at the different stages of the World Cup process.

Group stage - TEN planning

England's group fixtures are straightforward in terms of scheduling. Kick-offs are at:

  • 9pm on Wednesday 17 June
  • 9pm on Tuesday 23 June
  • 10pm on Saturday 27 June

With these late starts, you need to consider now whether you need TENs to extend your hours. Matches will run close to two hours even without extra time or penalties and many customers may stay later for post-match drinks and analysis.

It gets more complicated after the group stage. Until the final group game on 27 June is played, we do not know England's finishing position unless they win both opening games and all other group matches end in draws. This means you need to read the following guidance on when you may need TENs depending on how the knock-out rounds go.

Knock-out rounds - licensing extensions and TEN requirements

The government's relaxation of licensing hours applies to all knock-out matches involving a Home Nations team. The relaxed rules are:

  • if kick-off is at or before 9pm, alcohol sales are permitted until 2am
  • if kick-off is after 9pm but not later than 10pm, alcohol sales are permitted until 2am
  • if kick-off is after 10pm, you need a TEN

Because we do not know England's group position yet, the safest approach is to issue TENs before the final group match to cover the possibility of England finishing second or third. If England then finish top, any unnecessary TENs, for example for midnight or 2:30am kick-offs, can be withdrawn.

Scenario planning - England's possible routes

Once England's position is confirmed, there are several possible routes.

If England win Group L

Assuming England progress from the last 32:

  • the last 16 kick-off on Monday 6 July is at 1am - you will need a TEN
  • the quarter-final kick-off on Saturday 11 July is at 10pm - alcohol sales are permitted until 2am
  • the semi-final kick-off is at 8pm - alcohol sales are permitted until 1am
  • the final kick-off is at 8pm - alcohol sales are permitted until 1am

Only the last 16 match requires a TEN.

If England finish second in Group L

Assuming England win their last 32 match, you will need a TEN from 8pm to 1am for the:

  • last 16 on Monday 6 July
  • quarter-final on Friday 10 July
  • semi-final on Tuesday 14 July
  • final on Sunday 19 July

After the last 32, you do not need any TENs.

If England finish third in Group L

This is the most complex route. Assuming England win their last 32 match, you will need a TEN for the:

  • last 16 on Tuesday 7 July from 9pm until 1am
  • quarter-final on Sunday 12 July from 8pm until 2am

This route involves the most late-night fixtures and it is most likely that you will need multiple TENs.
