Developer contributions help fund the infrastructure needed to support new development, such as schools, transport, health facilities, green spaces and community infrastructure.
Since the formation of North Yorkshire Council information from the former district and borough council has been combined into a single Infrastructure funding Statement. The IFS therefore covers planning obligations across the whole of North Yorkshire, including Craven, Hambleton, Harrogate, Richmondshire, Ryedale, Selby and Scarborough.
The statement provides transparency on how contributions are collected, allocated and spent, as well as how funding is carried forward or future infrastructure delivery.

Infrastructure Business Plan
Alongside the IFS, North Yorkshire Council have produced an Infrastructure Business Plan (IBP). The IBP introduces a new strategic framework and assessment process for identifying and prioritising infrastructure projects that support placemaking and planned growth. It provides a more forward looking approach to infrastructure planning and investment.
The Infrastructure Business Plan:
- sets out how infrastructure priorities are assessed and ranked
- supports the coordinated delivery of infrastructure needed to enable growth
- puts forward CIL spending recommendations for the year ahead
- helps ensure funding is directed to projects that deliver the greatest benefit
The IBP is a living document and will be reviewed and updated annually. Each update will aim to bring forward new recommendations in advance of the adoption of the new North Yorkshire Local Plan.
