Minerals and waste development scheme

As the minerals and waste planning authority for the county, excluding the Yorkshire Dales and North York Moors national parks, we have to prepare a minerals and waste local plan.

Such plans can be prepared individually or jointly with other minerals and waste planning authorities. We worked jointly with the City of York Council and the North York Moors National Park Authority to produce a joint mineral and waste local plan, known as the Minerals and Waste Joint Plan.

It contains proposals and policies to guide minerals and waste-related planning decisions and replaces policies in our current minerals and waste local plans.

Summary timetable

The project timetable for the production of the minerals and waste joint plan was agreed in 2017 and is set out in the  minerals and waste development scheme (pdf / 963 KB).

Frequently asked questions

What is the proposed structure of the plan?

The minerals and waste plan will only relate to minerals and waste issues.

It will comprise of a number of documents and will set out the policies and proposals that will provide the planning framework to guide minerals and waste related development in line with the principles of sustainable development. It will cover the period to 2030. The documents produced will include a minerals and waste joint plan plus site allocations and development management policies document.

The proposed structure of the North Yorkshire minerals and waste plan and a brief summary of the documents it will contain is shown below.

Minerals and waste joint plan

The minerals and waste joint plan will provide the main strategic element of the North Yorkshire minerals and waste plan and may include strategic allocations for minerals and waste development and strategic development management policies. It is being produced jointly with the City of York and North York Moors National Park.

Site allocations and development management policies document

This document will provide details of other site allocations and more detailed development management policies. This document will be produced by North Yorkshire County Council only.

Proposals map

This map will show relevant policies and proposals on an ordnance survey map base which will cover the extent of the North Yorkshire plan area.

Minerals and waste development scheme

The latest version of the minerals and waste development scheme document sets out a summary project plan for the preparation of the minerals and waste plan. The scheme has recently been revised and sets out the key milestones of the preparation of a joint minerals and waste strategic plan with York City Council and the North York Moors National Park. The minerals and waste development scheme focuses on the North Yorkshire County Council plan area. York City Council and the North York Moors National Park will produce their own development schemes. Authority's monitoring report

The authority monitoring report reports annually on the implementation of the minerals and waste development scheme and the success with which the adopted policies are implemented. They are published towards the end of each calendar year.

Statement of community involvement

Community involvement is an important part of the planning process. The statement of community involvement explains what we will do to involve people in preparing new minerals and waste related policy and explains how you can find out more and make your views known. It also explains how you can get involved in determining planning applications for minerals and waste and other forms of development which we have a responsibility to plan for (such as development at schools and other council operational development, including roads).

Is the waste plan the same as the council's waste management strategy?

The waste plan is not the same as the council's waste management strategy.

The waste elements of the minerals and waste plan should not be confused with the council's municipal waste management strategy - they are separate (although they both deal with long-term waste management issues).

Producing the council's waste plan is part of our duties as a planning authority and will give the strategic view for the development of waste management sites. Our municipal waste management strategy, 'let's talk less rubbish', sets out the council's targets for waste minimisation and diversion of waste from landfill as a waste disposal authority with responsibility to deal with municipal waste.
