These zones, often called residents' parking schemes, help people living in areas where there is high demand for on-street parking, such as town centres or near large employers. They give residents priority, but do not entitle residents to their own parking space or guarantee a parking space at all times.
Residential parking zones are set up to discourage commuter and long-stay parking in areas where parking is at a premium.
Eligibility criteria for a parking permit
- the applicant must live on the street where a residential parking scheme is in operation
- the applicant must be the registered owner/keeper of the vehicle for which the permit is to be issued (unless it’s a visitor permit)
- the vehicle must have been leased to the applicant and be under their control on a day-to-day basis and the applicant must be entitled to keep that vehicle at that address
- the vehicle must be a maximum of 3.5 tonnes gross weight
You will need to prove that you live within a residential parking zone. You can do this by uploading a photo or scan of an official document with your name included that shows your current address, such as:
- your driving licence
- an NHS medical card or letter from your GP
- an original mortgage statement or a council or housing association rent card
- a bank/building society statement or utility bill, dated within the last three months
- a council tax bill or HMRC tax demand, dated within the current financial year

The Richmond residents parking scheme is in operation Monday to Saturday between 8am and 6pm.
2 hour disc parking - residents parking permit holders exempt.

Apply for a parking permit
If you meet the eligibility criteria you can apply.
Resident parking permits for Richmond run between 1 January and 31 December each year.
Applications received after 19 November will receive a permit for the following year.
A parking permit for Richmond costs £36 per year.
Once the online form has checked you are eligible, you will need to create an account or sign in to continue to apply and pay online. Each member of your household who requires a permit will need to apply individually by creating their own account.
You will also need to provide proof of your address. The simplest way to get a paper document onto a device is to take a digital photo of it. You therefore may find it easier to complete this form on a device that takes digital photos such as a smart phone or tablet.
If your application is successful, you will receive your parking permit through the post within 10 days. You must display your parking permit in your vehicle windscreen.

If you change your vehicle or your permit is lost or stolen, you can apply for a replacement.
