Street trading consent
Food traders must also get a food business registration from the local environmental health office.
You are not allowed to carry out street trading in some streets. Please contact us to check.
You do not need a street trading consent if you are:
- trading as a pedlar under a licence issued by a police authority
- a market trader operating at a licensed market venue
- a news vendor selling only newspapers and periodicals
You may not need consent if you are trading on private land. Please contact us to check. The landowner may also need planning permission so you are advised to contact the local planning office.

Themed markets
Themed markets, such as continental, Fair Trade and Christmas markets, in Harrogate town centre, need consent from us.
Cambridge Street and Oxford Street are the usual venues, and only one themed market can be held per month, lasting no longer than three days. They shouldn't clash with existing traditional markets.
