Developer contributions for minerals and waste or council buildings or land

Find out about funding contributions to the local area that we oversee as part of planning applications.

As part of the planning process, those applying can be asked to contribute funding towards providing facilities or infrastructure to support the development and the local area.

This is done as part of either the Community Infrastructure Levy or Section 106 agreements.

The Community Infrastructure Levy (CIL)

This is a levy that district councils can charge on new developments to be spent on supporting development with infrastructure that we, the local community and neighbourhoods in the area want.

We are not a charging authority for CIL so will only report if we receive funds under this scheme from district councils.

Section 106 Agreements

Section 106 agreements are focused on site-specific mitigation of the impact of development to make the application acceptable in planning terms.

This means that we will enter into a Section 106 agreement with a developer to provide such things as additional school places or alterations to roads. This can be in the form of a financial contribution or the works themselves.

Annual Infrastructure Funding Statement April 2022 - March 2023

The  North Yorkshire Annual Infrastructure Funding Statement 2022-23 (pdf / 722 KB) was approved by Executive on 6 February 2024.  

The 2022-23 Infrastructure Funding Statement details the income and expenditure relating to the Community Infrastructure Levy and Section 106 (S106) agreements for 2022/23. It covers the year before North Yorkshire Council was formed and therefore the data is split into the former districts of Craven, Hambleton, Harrogate, Richmondshire, Ryedale, Selby and Scarborough. It also details the contributions received by the former North Yorkshire County Council.
