The community infrastructure levy is a planning charge that we can impose on new developments in Ryedale. The fixed, non-negotiable charge helps to deliver infrastructure to support the new development and is applied to the development’s internal floor space. It can be applied to:
- private market houses (excluding apartments and self-builds)
- supermarkets (£120 per square metre)
- retail warehouses (£60 per square metre)

How CIL is calculated
The amount of CIL payable is based on:
- CIL rate × net additional floorspace × inflation adjustment
The CIL rate depends on the type and location of development. This rate is applied to the net increase in floorspace created by the development.
CIL charges are indexed for inflation using the nationally recognised All in Tender Price Index, published by the Building Cost Information Service (BCIS). This ensures CIL reflects changes in construction costs over time. The index compares building costs at the time planning permission is granted with those in place when the Charging Schedule was adopted.
When is a community infrastructure levy used?
To introduce the community infrastructure levy, we have to show that there is a shortfall in funding to cover the expected total cost of infrastructure needed to support a development. We have an infrastructure delivery plan for Ryedale and it is part of our local plan strategy.
We assess each new development to make sure that imposing a community infrastructure levy doesn’t threaten its scale or delivery.

When we set our community infrastructure levy rates, we balance the benefits of funding infrastructure through the community infrastructure levy with the potential impact of imposing a charge on investment and development in Ryedale.

Annual infrastructure funding statement
The Infrastructure Funding Statement (IFS) is an annual report that explains how developer contributions have been secured and spent through Section 106 agreements (S106) and Community Infrastructure Levy (CIL) during a specific financial year.
Developer contributions help fund the infrastructure needed to support new development, such as schools, transport, health facilities, green spaces and community infrastructure.
Since the formation of North Yorkshire Council information from the former district and borough councils has been combined into a single Infrastructure funding Statement. The IFS therefore covers planning obligations across the whole of North Yorkshire, including Craven, Hambleton, Harrogate, Richmondshire, Ryedale, Selby and Scarborough.
The statement provides transparency on how contributions are collected, allocated and spent, as well as how funding is carried forward or future infrastructure delivery.

Infrastructure Business Plan
Alongside the IFS, we have produced an Infrastructure Business Plan (IBP). The IBP introduces a new strategic framework and assessment process for identifying and prioritising infrastructure projects that support placemaking and planned growth. It provides a more forward looking approach to infrastructure planning and investment.
The Infrastructure Business Plan:
- sets out how infrastructure priorities are assessed and ranked
- supports the coordinated delivery of infrastructure needed to enable growth
- puts forward CIL spending recommendations for the year ahead
- helps ensure funding is directed to projects that deliver the greatest benefit
The IBP is a living document and will be reviewed and updated annually. Each update will aim to bring forward new recommendations in advance of the adoption of the new North Yorkshire Local Plan.
