Current planning policies

Applications for planning permission are determined in line with the statutory development plan unless material considerations indicate otherwise.

The development plan for the Harrogate district comprises the following:

  • the Harrogate district Local Plan 2014-2035 (adopted March 2020)
  • made neighbourhood plans
  • minerals and waste plans
  •  New Settlement (Maltkiln) Development Plan (pdf / 1 MB)

A neighbourhood plan is made following the formal consultation process, examination and approval at a referendum. The following neighbourhood plans have been made:

  • Otley Neighbourhood Plan 2018 to 2028 (made March 2020)
  • Pannal and Burn Bridge Neighbourhood Plan 2021 to 2035 (Made November 2024)
  • Ripon Neighbourhood Plan to 2030 (made April 2019)
  • Roecliffe and Westwick Neighbourhood Plan 2019 to 2032 (made May 2022)
