Existing tenancy agreements are being consolidated into one updated version, ensuring that all introductory and secure tenants across North Yorkshire have the same agreement. The proposed new tenancy agreement (pdf / 551 KB) has been reviewed to reflect current standards and practices.
We are also seeking feedback on proposed changes to our tenancy policy (pdf / 389 KB).

What is changing and why?
We have created a summary of changes document detailing the main changes we are proposing in the new tenancy agreement (pdf / 551 KB).
Tenancy agreement
The wording in the proposed agreement will differ from your existing agreement, so we encourage you to read it carefully and consider how it may affect your current arrangement.
Because existing agreements vary, we’ve highlighted the areas that may be most relevant to you. Please note that the proposed changes will apply to all tenants, except flexible tenants from the legacy Harrogate and Selby districts.
The tenancy agreement has been updated for clarity and accuracy. It brings it up to date with current legislation and best practice.
Tenancy policy
We are also seeking feedback on the proposed changes to our tenancy policy.
Rent collection
We are making one specific change to our rent charging model and are moving from 48 or 50 weeks to 52 weeks for all tenants. This will not affect legacy Selby flexible tenants whose rent will be collected over 48 weeks until the expiration of their fixed term tenancies unless determined earlier.
Currently, rent is collected in some areas based on an implied 48 week year, resulting in four “rent-free” weeks annually.
The proposal is to collect rent across all 52 weeks of the year. This does not mean an additional four weeks of rent will be paid; instead, the yearly rent charge will be evenly divided across 52 weeks.
Weekly charges will be slightly lower and rent-free weeks will be removed.

Next steps
Consultation runs from 26 November to 31 December 2025.
All responses will be carefully considered. A summary of feedback will be published and the final version of the tenancy agreement and tenancy policy will be confirmed. Notification will be provided regarding when the new agreement and policy will take effect. All existing tenants have been sent a preliminary notice of variation.
