Highways fees and charges

Note: we do not charge VAT on licences, except where stated below. However, if the company you are dealing with is VAT registered, they are required to charge you VAT at the standard rate for both the licence and any associated administrative charges.

Skip licences

Description Rate
Only available to companies on our Register of Skip Operators £85.67 for a two-week licence.
£33.32 early start fee (if licence is required within three days of request).
Failure to comply with the licence conditions will result in a further inspection fee of £65.44.
No licence extensions. If a skip needs to be in situ for longer than two weeks then an additional £85.67 licence fee will apply.
£184.43 if an unlicensed skip is found on the highway.

Temporary Traffic Regulation Orders

18 month closure - £525.93 (plus advertising at cost)

Event closure - £393.86 for a new event and £197.52 for a recurring event (plus advertising at cost).

Registered charitable events and not-for profit events are exempt from the fee, but advertising costs may still apply.

Additional charges will be applied where further work is required in relation to a temporary closure at an hourly rate of £52.36 per hour.

Superintendence fees 11.5% on the total value of the bond.

Road safety audits

£52.36 per hour plus mileage costs

Audits vary in size so difficult to quote an approximate figure. Estimate will be provided on request.

Rechargeable works admin fee

Stopping up order

Officer time spent dealing with an application will be charged at an hourly rate of £52.36 per hour.

Other external costs incurred by ourselves will be recharged to the applicant.

The applicant must pay a fee of £985.23 with the initial request and the balance must be settled prior to the application to the Magistrates Court.

Request from consultants / private companies for ‘new’ information

Officer time spent preparing ‘new’ information requested by consultants / private companies will be charged at an hourly rate of £52.36 per hour.

Existing information will be provided in accordance with the Council Publication Scheme, which states that as much information as possible should be made available free of charge.

Information will be provided on receipt of payment

Structures approval

Officer time spent assessing new structures proposed by developers will be charged at an hourly rate of £52.36 per hour.

The applicant must pay a fee of £130.89 with the initial request and the balance must be settled with the request for signature of the Approval in Principle (AIP).

Abnormal loads notification

There is no charge for processing the notifications or indemnities. However, charges will be made for other services including:

  • if calculations are required to determine if the bridge (or other structure) is suitable to carry the abnormal load
  • if any street furniture is required to be removed (and replaced) in order for the movement to take place
Traffic speed and flow data (where available)

£61.87 per site (+£52.35 per hour or part hour) 

Where non-standard reports are requested this fee will increase. Applicants will be notified prior to charges. Where the request is received from a member of the public and is straightforward the fee may be waived.

Turning-off (or Bagging-off) of traffic signal lights (including pedestrian crossing lights) This MUST be arranged in advance with our Traffic Engineering Team and will be charged dependent upon dates, times and durations, but is likely to be in the region of £500.
Application from developer for a Traffic Regulation Order amendment Officer time spent dealing with an application from a developer for a Traffic Regulation Order amendment is charged at an hourly rate of £52.36 per hour and other external costs incurred by ourselves are recharged to the applicant.
Over-sail of the highway by crane and cable spanning the highway applications £171.35
