Selby revised publication local plan 2024

Pre-submission revised publication local plan consultation from 8 March to 19 April 2024.

We held a six-week consultation from 8 March to 19 April 2024 on the proposed submission documents relating to the Selby local plan. Representations had to be received by the council no later than 4:30pm on 19 April 2024. Representations received after this time were marked as late representations and may not be taken into account by the inspector during the public examination of the local plan at the next stage.

We considered all the responses received to the 2022 consultation and made changes to some of our decisions. The comments received and our response were published on our consultation portal in the consultation statement. The consultation portal also contains the supporting documents, evidence base reports which have informed the plan and background papers which provide explanatory information on key topics.

The pre-submission revised publication local plan and supporting documents, evidence base and background papers can be viewed by visiting the consultation portal. You do not need to log in to view the documents.

The local plan published at this formal Regulation 19 engagement is a revised version of the Selby local plan that the council now proposes to formally submit to the Secretary of State for examination. This consultation was a further formal stage of consultation under Regulation 19 of The Town and Country Planning (Local Development) (England) Regulations 2012 (as amended).

The revised plan reflects the latest evidence and guidance, including updates to the National Planning Policy Framework (2023) and which addresses issues raised through the previous consultation in 2022, including revisions to policies and site allocations.

This consultation was not an opportunity to provide further information, but instead, it presented the opportunity to comment on whether the local plan is "sound", "legally compliant" and whether it complies with the "duty to cooperate". This consultation sought formal representations on:

  • legal compliance - does the plan meet the legal and procedural requirements?
  • soundness - has the plan been positively prepared, justified, effective, and consistent with national policy?
  • duty to cooperate - has the council worked and engaged effectively with both neighbouring authorities and statutory bodies?

Please see our  guidance notes (pdf / 200 KB) and  frequently asked questions (pdf / 231 KB) for more information.

How do I make comments

Please submit your representations via the consultation portal.

To submit your comments you must first log into the system. If you have not previously made comments via the consultation portal you will need to register. Registering with the system is a two-step process: please make sure you have completed both parts or you may find you cannot log in. You must complete all name and address fields for your comment to be validated. You only need to register as an “Agent” if you are a planning agent, that is a planning professional submitting comments on behalf of landowners and/or stakeholders.

If you need help with this process, please use the  objective help sheet (pdf / 684 KB).

If you still need help using the portal please get in touch with us online or telephone 0300 131 2 131.

Once you are registered on the consultation portal you will also get updates from us on the progress as the local plan process goes forward.
