Information about the Regulation 16 consultation

Further to work being undertaken by the Malton and Norton-on-Derwent town councils, the Malton and Norton-on-Derwent neighbourhood plan has been submitted to North Yorkshire Council. The neighbourhood plan with its map and supporting material are now available to view:

The local planning authority is satisfied that the required documents have been provided to meet Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 (as amended). These documents are:

  • the proposed neighbourhood development plan
  • a map or statement which identifies the area to which the proposed neighbourhood development plan relates
  • a consultation statement
  • a statement explaining how the proposed neighbourhood development plan meets the requirements of paragraph 8 of Schedule 4B to the Town and Country Planning Act 1990 including a strategic environmental assessment and habitats regulations assessment

The local planning authority is required to publicise the neighbourhood plan for a minimum of six weeks, and also invite you or your organisation to make representations. This is known as a Regulation 16 consultation.

This formal period of publication started on Friday 8 September 2023 and finishes at 5pm on Friday 20 October 2023.

Background

Malton and Norton's town councils, as the qualifying body, are working together on a shared neighbourhood plan for their towns. In 2018, they submitted a designation statement to us in order to form a neighbourhood area, the area that will be covered by the neighbourhood plan. In May 2022, we undertook an initial Regulation 16 consultation after the submission of documents by the Malton and Norton-on-Derwent town councils. However, they later chose to withdraw that submission in order to make amendments to the plan. Those amendments are presented in the documents in the section above.

Information about the Regulation 14 consultation

Before submitting a final proposal to the local planning authority, the qualifying body must first publicise the details of its proposals to the wider community. This is known as a Regulation 14 consultation and commenced on 27 January 2023.
